Visa registration is a migration registration of a foreigner at his/her residence address, in accordance with Russian legislation.
If you are planning to stay at your place of residence for less than 7 working days, you are not obliged to register your visa, but the registration after this term requires to pay a fine at the police station.
Please be informed of the amendments made to the special rules of migration registration of foreign nationals during 2018 FIFA World Cup that will be coming into effect on May 25, 2018.
The following important amendments have been:
- Address registration of foreign nationals must be carried out within 3 days from the date of arrival to the place of stay.
Exception: foreign nationals, who arrive in hotels, sanatoriums, hospitals and other similar institutions. They must be registered by administration of these institutions within 1 day from their arrival.
- The registration can be filed at local divisions of the Ministry of Internal Affairs as well as Multifunctional Centers (MFC). Filing registration at post offices is not allowed.
With the exception to the above listed amendments the special rules of migration registration of foreign nationals, foreign employees included, during the World Cup remain unchanged.
If you are staying in a hotel, the hotel administration will register your visa for the whole period of stay there. If you are staying in a private accommodation, your visa can be registered either by the owner of the property or by the company which invited you to Russia (
The absence of the registration will not allow you to perform any legal actions and can be a reason for a penalty or arrest by police.
Visa should be registered within 7 working days upon arrival to the place of residence in Russia. To get migration registration, one should send the filled in registration application form (“Arrival Notification of Foreign Citizen to the place of Destination”) to the local Migration police office and get the detachable part of this Notification back.

To register a visa, your landlord should come in person to the post office or the local Migration police department.
The owner of the property should present:
- filled in Arrival Notification form (sometimes 2 copies are required)
- his/her passport copy (or other document confirming the right to possess a property or to live there)
- copies of your passport, visa and migration card
- pay 350 RUR (if the Arrival Notification form is mailed)
As a result, you should have the detachable part of the Arrival Notification form with a stamp of the post office or the Migration police confirming the registration of your visa.
Before leaving Russia as well as moving to another place of stay in Russia, a foreign citizen must not be removed from the migration control in the local Migration police, but have to pass the detachable part of the Notification form to the border guards or other persons upon request.
This means that visa registration must be done every time the person enters Russia or changes the place of stay in Russia.
The maximum term of registration is 90 days (except for work, student and other types of visa allowing to stay in Russia for 90 days within each 180 days without leaving the country).
Visa registration is required to perform some legal actions (e.g., real estate acquisition, marriage, visa extension, etc.).
Migration card is a special document in the form of a small sheet of paper with a stamp of the border crossing (the same stamp is put on passport).
As a rule, a migration card is filled in and given to you by the passport control officer.
You must keep the migration card during all your stay in Russia and present it to the passport control upon departure. You will be given a new migration card upon your next entry to the country.
A migration card must be produced along with passport in order to register your visa in Russia.
Arrival Notification is a special document required for registration of visa of a foreign national at the address of his/her place of stay in Russia.
You should get the detachable part of the Arrival Notification form with a stamp of migration registration within 7 working days upon your arrival to the place of residence in Russia. This detachable part confirms the registration of your visa.
If you are not staying in a hotel but in a private accommodation, you can get the detachable part of the Arrival Notification form issued either by the owner of the property where you are staying (apartment, home) or by the company which invited you to Russia (Visa Sponsor).To get a visa registration, it is necessary to collect the package of the required documents and fill in the Arrival Notification form.
After that the owner of the property should come in person to the post office or the local Migration police office and:
- present the Arrival Notification form (sometimes 2 copies are required)
- present his/her passport copy (or other document confirming the right to possess a property or to live there)
- give copies of your passport, visa and migration card
- pay 350 RUR (if the Arrival Notification form is mailed)

The Arrival Notification form contains a large number of fields arranged in a special way and must be completed manually with capital print letters.
In addition, post and Migration police officers require to fill in carefully the Arrival Notification form and often refuse to accept the mistaken documents.
According to the practice, a person with no experience requires 45 minutes or more to fill in carefully and accurately the Arrival Notification form.
